Randy is an "invited" guest but he is not confirmed. I read French, and I went through the 4 pages of the message board that is linked from that site, and all indications point to it being a 'tentative' arrangement. As kinwad already pointed out, Robert confirmed a couple of days ago, via the person who maintains his website, that he was invited to attend, and was planning to do so, but that the organizers didn't raise enough money and said they weren't able to bring him. So, unless they raise a lot of money pretty quickly, I don't see how they can afford to bring Randy, or anyone else, for that matter.
